This study is a research and development. The aim of this research is to explore the development process of KALBU-based teaching materials through Scratch to enhance students’ reading comprehension skills, as well as to assess the feasibility, practicality, and effectiveness of the materials. The development model employed in this research is the ADDIE model, which consists of five stages: Analyze, Design, Development, Implementation, and Evaluation. The research subjects were 15 fourth-grade students at SDN 104205 Tembung. The research instruments used include interviews and questionnaires, which were distributed to design experts, content experts, and education practitioners, as well as learning outcome tests. The results of the study show that the developed KALBU teaching materials using Scratch can improve students' reading comprehension skills. Based on validation results, the feasibility assessment by design experts reached 88% (categorized as "Highly Feasible"), and by content experts 80% ("Feasible"). The practicality assessment by education practitioners (teachers) was 91%, categorized as "Highly Practical." Effectiveness was determined through student trials, showing a learning outcome increase of 27%, with the average pretest score being 61% and posttest score increasing to an average of 88%, indicating a "Very Good" level of effectiveness.
